Sort a crowded house

Every person recorded at one address in one year, grouped into households by the order they were entered — each Head starts a new one. Put the property number each household belongs to in the box beside it.

An empty box leaves that record where it is — so unfiling is 0 (or a dash), not blank. There is an Unfile button on each household for the same thing. Unfiled records go back to the unresolved queue, which is what you want when a household plainly does not belong here but the right house is not yet known.

Unfile it under an address if the schedule gives one. Pressing Unfile opens a box for it. Records unfiled with an address arrive on the unresolved page as a named group, with houses on that street offered against them; records unfiled without one land in the heap marked no address recorded, which is the hardest place to get out of.

Moving a record also links the person to the property it lands on. The record they came from keeps its own link, which is right when someone genuinely lived at both.
